Yes. X weighs emoji and Chinese, Japanese and Korean characters as 2 and every link as 23. Mastodon counts every link as 23 and a mention without its server. Bluesky counts what you see, so any emoji is 1. Every other network counts each character once, the same way Foliwo checks posts before it publishes them.

It depends on the network. On X an emoji counts as 2. On Bluesky any emoji counts as 1. On the others a simple emoji is 1, but one built from several (a family, a flag, a skin tone) can count as more.
